Report of Actions

Call to Order - Bernice Scott, Committee Chair, called the meeting to order.

Approval Of Minutes - The minutes of the March 28, 2000 Regular Session Meeting were approved as submitted.

Adoption Of Agenda - The agenda was amended and adopted with the addition of one item for action: (B) Additional Funding for MS4 / NPDES Permit.

Items for Action

  1. Budget Amendment for the Atlas Road Sewer Project -

    The Committee recommended that Council approve the appropriation of $48,900.00 from the fund balance to provide cash match for the Atlas Road Sewer Project grant.

  2. Additional Funding for MS4 / NPDES Permit -

    The Committee recommended that Council approve abandoning the Stoops Creek Detention Project and use part of the available funds to provide the needed additional funding for the FY 99/00 implementation of the County's MS4 / NPDES permit.

Items for Information / Discussion

  1. Increase in tipping fee at Richland County Landfill -

    The Committee instructed staff to continue to analyze the proposal to determine an appropriate tipping fee and the expected remaining availability of the landfill.

  2. Amendment to the Richland County Zoning Ordinance -

    This item was previously sent to the Planning Commission for further study.

  3. Water / Sewer Work Session -

    The Committee scheduled a Water / Sewer work session for Tuesday, May 9, 2000 at 4:30 p.m.

Items Pending Analysis

  1. Report on Genesis Cable Company -

    The Assistant County Administrator reported that a meeting had been scheduled with County staff, Genesis representatives, and residents for May 1, 2000 at 7:00 p.m. at the Summit Branch Library.

  2. Broad River Regional Wastewater Treatment Plant Upgrade -

    The Committee recommended that Council approve the Broad River Regional Wastewater Treatment Plant Upgrade along with the funding strategy as recommended by the Manager of Utilities.
